In regards to the first situation, in which there is a delayed time before the telemarketer responds, the vast majority of telemarketing companies use computer technologies that allow them to dial many phone numbers in a short block of time. Telemarketers who respect the National Do Not Call Registry (NDNCR) typically use a technology known as Predictive Dialing to call those not on the NDNCR.

If a person answers the call, the predictive dialer seeks an available telemarketer and connects this sales representative to the call. This is why there is often a pause or \"dead air\" before a telemarketer greets you. Another technology some telemarketers use is random digital dialing devices. These devices can determine all phone number combination possibilities, including numbers that are unlisted. These devices work like predictive dialers and are often used by telemarketing companies who wish to get around the NDNCR restrictions.
In the case of the second situation in which there is only silence on the other end of the line and no one answers, this is typically known as an \"abandoned call\". Abandoned calls result when all telemarketers are unavailable to take the call.
Computer technologies such as predictive dialers save telemarketers time because they are not required to manually dial numbers or wait for unanswered calls. This means more time can be spent on making sales, and less time can be wasted reaching customers.
However, in the fall of 2003, a law was passed regarding abandoned calls. Telemarketers are now required to reduce their abandoned call rate to no more than 3%. Furthermore, by law, telemarketers are not allowed to hang up before four rings have gone through, and before 15 seconds once a call is answered.
In addition, the predictive dialers they use are to connect a sales representative within two seconds of the recipients greeting. In the event a representative is not available, a recorded message must come on to let the person who answered the phone know who is calling them, as well as provide them with a legitimate number they can call back that allows the customer to ask to be placed on the telemarketing companies do not call list.
Limiting the amount of silent phone calls you receive can give you peace of mind, as well as peace and quiet. In order to stop the telemarketing calls, make sure you register your phone numbers with the National Do Not Call Registry and post any complaints you have to stop telemarketers from invading the privacy of your own home.
