Wordpress blogs was built with the ability for bloggers to link out to fellow bloggers. In order to get others to link to you, why not you start linking to them first before you even request for a link back.
Make sure you link to sites or blogs which are related to the topics that you are already blogging. If your blog is about cooking, please do not exchange links with a music blog or some business blog.

Blog commenting is a great way to get targeted traffic. When you are commenting on another blog, you can link back to your own blog.
When you post comments, write in such a way that it adds value to the blog post. If you do that, the blogger will thank you for providing good information to his readers.
This is also a great way to build relationship or friendship with the blogger. Some people call this "social networking".
The readers who read you comments will be able to tell that you are also an expert in your market, this will make him want to visit your blog.
No point posting to thousands of blogs with useless or "spammy" comments, no one will click on your link to go visit your blog. What you really want is targeted traffic because only targeted traffic will make you money.
